"Public Peace Maintenance Act", an Immoral Fascist Law
They fabricated and proclaimed the "Public Peace Maintenance Act" in April 1925 in order to suppress the leftist movement forces against the imperialist ruling system at home and saw that the evil act was enforced in Korea as well from May that year.
Lecturer Song Kyong Sim at the Central Class Education House disclosed that the "Public Peace Maintenance Act" fabricated and proclaimed by the Japanese imperialists was a means of colonial fascist suppression stipulating the object and range of oppression, punishment and the like, and said:
"By invoking the 'Public Peace Maintenance Act', the Japanese imperialists brutally suppressed the anti-Japanese struggle of the Korean working-class movement organizations such as strike of workers and tenancy dispute of peasants and arrested and imprisoned many participants in the struggle.
They punished many people without going through legal procedures and prevented them from exercising the right of appeal against the decisions of the trials.
And by depending on the preventive detention system, they kept Korean revolutionaries and patriots in prisons and preventive internment camps all their lives for surveillance and oppression."
Owing to the heinous "Public Peace Maintenance Act", many patriots and innocent people of Korea were subjected to all sorts of persecution behind bars.
The number of roundup cases was 138,539 in 1922. It increased to 191,203 in 1925 when the fascist law was fabricated and to 261,558 in 1926.
The Japanese imperialists changed the "Public Peace Maintenance Act" for the worse in 1928. According to it, those who organized an association or guided it for "change of the state system" would be sentenced to death or life imprisonment and other members to more than 5 years' penal servitude or imprisonment.
The "Public Peace Maintenance Act" was an evil law that constituted the basis for fabrication and enforcement of colonial fascist laws of all kinds.

The Japanese imperialists, on the basis of the "Public Peace Maintenance Act", fabricated and proclaimed evil laws of different kinds including the "Korean Political Offender Probation Ordinance" in 1936 and the "Korean Political Offender Preventive Detention Ordinance" in 1941 to mercilessly suppress the anti-Japanese national liberation struggle and progressive ideological movement of the Korean people and brutally kill lots of Korean people.

The historical facts prove that the "Public Peace Maintenance Act" is the most vicious fascist law and the Japanese imperialists are the sworn enemy who mercilessly violated all the rights of the Korean people.
